There are sufficient and available laws in Ghana supporting inter-jurisdictional coordination among the Assemblies. These laws include Act 462 (§32, §33) and Act 480 (§15) and other extracts from the National Urban Policy Framework (§3.2 ii; §3.5) etc, the practice has been limited and selective. There was the need to understand the status quo and to recommend best practice based on population size, governance structure and the history of development in the country.
